I called a couple of doctors from the PPO network list, but they said they do not recognize these plans. Why is that?

It is always up to the doctors discretion on how they will bill. Regardless of if the doctor is under the PPO network or recognizes your plan or not, they may have you pay for your treatment and services first, and then you would send in a claim and get reimbursed.
